Maintenance & Subscriptions

The West Cliff House Owners’ Association (WCHOA) is a volunteer-run committee acting on behalf of the trustees of the communal areas. Communal areas are those that are not included in the deeds of individual properties and include some sewers,some roads and some grass verges.
As such, WCHOA is responsible for managing and maintaining the roads and surface water sewers on the lower and upper sections of the estate. Responsibility for managing and maintaining the roads and surface water sewers on the middle section of the estate lies with house owners. However for many years WCHOA has also managed the roads and surface water sewers on the middle part of the estate.
Owners are asked to pay an annual subscription fee into a communal fund and WCHOA uses this fund to pay for works on the estate. The benefit of this is that maintenance is taken care of and individual owners don’t have to worry about doing this themselves. The alternative to a WCHOA approach would be for owners to come together, as and when repairs or maintenance needed to be done. The consensus of the vast majority of owners is that WCHOA adds value to life on the estate.
Payment of the subscription fee is not compulsory but those owners who choose not to do so are then required to pay a proportion of relevant maintenance / repair bills from which their property benefits. Unpaid maintenance bills would sit as a charge against the property.
Owners who pay their annual subscription become members of the association and are entitled to attend the AGM and receive a copy of our newsletter.

 

Maintenance Subscription (2025/26)

 

Payment is due as from 1st May and must be paid before 31st March the following year, when the Association’s annual finances are compiled for the Annual General Meeting. It has been agreed to re-introduce the prompt payment discount.

Payment made from 1st July to 31st March = £137

 

Please note that house owners are re­sponsible for the maintenance subscription for only that part of the year for which they own the property. Recent Maintenance Projects

The Committee has produced a 15 year costed estate maintenance plan.

2025

  • Aco drains installed in Meadway and Third Cliff Walk to prevent water run off which freezes in the winter.
  • Regular verge grass cutting, especially over summer months to keep the estate safe and looking neat and tidy.
  • Surface water road gullies cleared and jetted.
  • Small sections of road will be replaced pending more substantial repairs when funds allow.
  • The gate to the esplanade will be replaced by a new gate made from Iroko wood.

 

2024

  • Wessex Water replaced the water main on the lower section of the estate - this involved digging up roads and verges. The committee worked closely with them to ensure that the works were carried out with the minimum disruption and roads, surfaces and signage were 'made good'.

  • Regular verge grass cutting, especiallyover the summer months to keep the estate safe and looking neat and tidy.

  • A section of surface water sewer between nos 4-14 West Walk was inspected with a camera and showed that the drain is in better condition than previously thought and no further work needs to be done.

 

2023

  • Surface water road guliies cleared and jetted

  • A section of surface water sewer between nos 4 - 14 West Walk was inspected with a camera. The initial inspection revealed that a more thorough inspection would be beneficial to ascertain the state of the pipework. This along with annual drain and gully clearing is planned for June/July 2024

  • Tarmac repairs to Fourth Cliff Walk

  • Regular verge grass cutting, especially over summer months to keep the estate safe and looking neat and tidy.

 

2022

  • Cleared and jetted all but one of the surface water road gullies

 

2021

  • Repaired the steps from Third Cliff Walk to the coast path
  • Lay hardcore from footpath gate at upper West Walk to Cowleaze Farm gate
  • Cleared and jetted all 37 surface water road gullies

 

 

2020

  • Installed new gates at the top of each Cliff Walk to deter pedestrians from entering the estate from the Coast Path. Also new gate at the entrance to the footpath near the top of West Walk
  • Erected new "Private Estate" signs at the Hill Rise entrance and both ends of all 4 Cliff Walks
  • Road repairs in Third and Fourth Cliff Walks and Brit View Road
  • Cleared multiple blockages along 60m of surface water drain from 12 West Walk downstream
  • Repairs to damaged sewerage pipe in Meadway
  • Replace wind damaged road sign at gate from Esplanade to West Cliff Road

 

2019

  • Replace road signage at entry to Estate
  • Road repair to fill dip at entrance to the Estate
  • Surface water drain clearance on West Walk

 

2018

  • Filling and resurfacing of multiple potholes
  • Renew all road markings
  • Clearance of drains and gullies prone to flood
  • Maintenance of land owned by the Association

  • Road foundation repairs to Third Cliff Walk.
  • Grass verge parking restriction rocks along West Cliff Road.

 

2015

  • Road resurfacing on Meadway.

 

2014

  • Annual clean of drains and gullies.
  • New kerbing on parts of the lower estate.
  • Superfast (fibre) broadband arrives on the estate.
  • Tarmac repairs to Cliff Walks to avoid further deterioration

 

2013

  • Road resurfacing on upper West Walk from Brit View Road.

  • Road repairs on West Cliff Road, Cliff Walks and Meadway.

  • New community bench seat at junction of West Cliff Road and Meadway.

  • Western Power replaced various cable supporting poles on the lower estate.

  • Western Power buried cables up Third Cliff Walk & across West Cliff Road to Avalon.

 

2012

  • New signage at Forty Foot Way entrance to estate.

  • Kerbing moved and replaced at junction of West Cliff Road and First Cliff Walk.

 

2011

  • Road resurfacing on West Cliff Road from Meadway to West Walk.

  • Wessex Water became responsible for the estate's foul sewerage system.

 

2010

  • Main gas pipe replaced along Meadway by Transco.

 

2008

  • Gullies emptied.

 

2007

  • Repairs to pavement potholes along Brit View Road.

  • Purchase of roads and verges for Brit View Road & (upper) West Walk from T A Fisher.

2006

  • Mirror erected at junction of Hill Rise and West Cliff Road.
